Sub-committee on Harbour Plan Review - Terms of Reference
To assist HEC to formulate an integrated harbour plan, give advice on and monitor development proposals along the existing and new harbour-fronts, identify harbour-front enhancement projects, and promote public engagement in the planning and design of the harbour-front areas.
Specifically, the Sub-committee will —
- Advise on the review of the harbour plan with a view to formulating an integrated harbour plan to guide future use of the harbour-front areas;
- Provide comments on and monitor the planning, design and development issues (including land use, transport and infrastructure, landscape and other matters) of development proposals along the harbour-fronts;
- Identify enhancement projects along the harbour-fronts, and advise on the priority, public engagement strategy and optimal mechanism (including public-private partnership) for taking forward the projects;
- Carry out or advise on public engagement in the planning and design of the harbour-front areas; and
- Report to HEC on its findings and recommendations on a regular basis.
